Moss Adams LLP has been retained by Southern Cross Transmission LLC (“Southern Cross”) to
provide an economic and fiscal impact analysis for the development of high voltage direct
current (“HVDC”) transmission facilities (the “Southern Cross Project” or “Project”). With
facilities located in Louisiana and Mississippi, the Southern Cross Project will connect the
Electric Reliability Council of Texas (“ERCOT”)1 to the Southeast transmission systems, deliver
cost-effective renewable energy, and provide both regions with improved reliability and
economic benefits. It is noted that the use of HVDC is the only viable basis whereby two
separately synchronized grids such as ERCOT and the Southeast transmissions systems can be
connected to each other.
